dc.description.abstractThere are several ways in which the appropriate application of ICTs can facilitate e-learning and educational technology. ICT has provided many advantages to the learning process for both students and teachers, due to the fact that it enhances the quality of teaching and learning. Other researchers define it as the application of modern Information and Communications Technology (ICT) and computers in delivering instruction, information, and learning content. The purpose of this paper is to identify the ICT infrastructure services that provide an impact on e-learning implementation in higher education institutions (HEI) in Iraq. Literature was reviewed, and based on the preliminary analysis; findings indicate that Applications Management, Communications Management, Data Management, IT Management, Security, Architecture and Standards, Channel Management and IT Research, Development & Education are the highly required elements of ICT infrastructure services for the implementation of e-learning. Based on the findings from the literature, a conceptual model was derived to empirically test the ICT’s infrastructure elements.en_US
